When running rules to refresh data the tiles that were being refreshed wouldn't appear in the catalog until a Data Magician manually refreshed the page to fetch the latest catalog details

Solution

Update the App to look for the 'Tile Loaded' notification, then refresh the Latest Tiles row in the catalog automatically making new and updated tiles flow into the catalog by magic .
