Problem
==================
The notifications bell shows '0' (notifications) which users find confusing and there is an arbitrary limit of the latest 14 notifications.

Solution
==================
Remove the 0 from the notifications 'bell' icon when there are no new notifications and make the bell clickable to allow quick navigation to the notifications screen.

At the same time, remove the limit where only the last 14 notifications were displayed.
