Problem

Archived Tiles are useful for reference but are cluttering up the Catalog screen.

Solution
==================
Don't show Archived Tiles in the Catalog scree, add a new Archived Tile screen under the Manage menu,.

Leverage the Magic

We simply exclude archived tiles from the catalog api response, and only return them as a filtered list for the new archived tiles page.
