Problem
==================
When users created a new rule for filedrop to landing we didnt have a 'target' to preview, which prevented the rule from being published to an active state.

Solution
==================
When a target is not available, we now just default a placeholder preview value so the parser will validate and publish the users rule.

Leverage the Magic
====================================
Very small tweak to the api layer, if no preview available when publishing a rule, then just show a placeholder for the preview and let the user publish the rule.
